This bug seems to compound the negative effects of a previous bug in which powered carts will randomly launch a minecart forward at high speed. Right now, I am working on a train station which involves 10 carts being pushed by a powered cart. Due to the previously mentioned bug, I put unpowered rails along key points in the track as brakes to hold the train together. Now however, minecarts, (if going fast enough) seem to ignore the brakes. They slow down, and pass over the rail, then speed back up again like it wasn't even there. As far as I can tell, an unpowered rail is actually now incapable of stopping a minecart if it's given enough initial momentum.

I find that very hard to believe since unpowered rails ALWAYS stopped or at least slowed down minecarts. The fact that they now speed up again after passing over one is both physically absurd and clearly unintended.
Is this still a concern in the current Minecraft version? If so, please update the affected versions in order to best aid Mojang ensuring bugs are still valid in the latest releases/pre-releases. If this has been done, we can reopen the issue.
Keep in mind that the "Resolved"-Status on this ticket just means "Answered", and that we are waiting for further information on whether this issue still exists or not. We will reopen it as soon as the requested information has been delivered.
Intended. Minecart Physics were reverted in this snapshot.
