[MC-53555] Portal in Nether was set outside the border

Set up a world border of 50, put a nether portal beside the border
Go to the Nether, you will find yourself out of the border

I teleport myself to x=0, z=0 before taking this screenshot

Now I'm stuck in the border and /kill wouldn't help 😞

Just want to point out that 50 divided by 8 is 6.25. 6 blocks isn't much space for the portal to work with. Well 6 by 6 by 128 tall.

Also setting a border of 50 would kill you in 17a (in survival). Anything less than 180 was fatal due to another bug. He must've had creative on.

Also getting out involves using teleport. "/tp @p 0 250 0" would get you to the center of the map (at height 250).

I still see this issue on 21b. I've attached a screenshot above that quite clearly shows that the nether portal is outside the world border. Quite simply, I created a new world (in creative), set the world border to 10, built and lit a nether portal, and went through. The resulting portal was outside the world border
