There is a very VERY major bug with the skins in this snapshot. I first noticed this when I took the block I was holding out of my hand, and the arm was blue (part of Steve's shirt). I pressed 'e,' and EVERYTHING was distorted. It was the same when I went to 3rd person view with 'F5.'
EDIT: This happens after you die in some way... Skins are perfectly normal before this happens. Also, it fixes the skin if you leave and re-enter the world.
EDIT: The skin jumbling was because I had a resource pack, but the whole changing skin to Steve after death still needs to be fixed.

Yes, but MC-46090 shouldn't be resolved. Besides, mine is more specific.
It's happened to me and many others (Can reproduce) 1. Were you in creative? This might affect it. 2. Were you in the latest snapshot? 3. Do you have a custom skin? And if you do, did it even change to the default steve skin?
Please force a crash by pressing F3 + C for 10 seconds while in-game and attach the crash report ([minecraft/crash-reports/crash-<DATE>-client.txt|http://hopper.minecraft.net/help/finding-minecraft-data-folder]

are you useing a resoursepack, if so, update the steve skin to the 1.8 format, the steve skin in resoursepacks has to be 1.8 format to function propperly

I just found out after some testing that this happens after you die. I looked at other bug reports and this might happen when you go to the nether, too. I haven't tested that.
