If the block is covered by world border, you can't place blocks directly on them by right-clicking even though you can touch the block.
If the distance between the block behind the border and border itself is zero, you are supposed to be able to place directly on it and the placed block would be inside the perimeter.
If you look at the picture, the leaves behind the border are touching the border and if you could place, the log would be inside the border. But you can't.
This is only a small inconvenience. You had to place the blocks on floor and pillar it up to start working from that block.

Maybe it is not intended
It is intended that you can't change blocks outside the wordborder but this isn't really affect the blocks outside the wordborder
The worldborder makes it impossible to even target blocks that are completely outside of it. However, the worldborder is not restricted to the block grid, and the border can intersect a block. If any amount of the block is on the inside of the worldborder, it can be interacted with.
Confirmed for
15w37a However like described in the report, that this happens when the worldborder ends at one side of the block
From my opinion, this appears to work as intended. You aren't allowed to place a block on a block behind the worldborder.
