When repeatedly /clone-ing, all blocks in destination are replaced rather than only replacing changed blocks.
Test:
1. Repeatedly do /clone ~ ~1 ~ ~ ~1 ~ ~ ~2 ~
2. Blocks in destination keep replacing even though no new blocks are placed.

I would say it like this:
When you have stone beneath you and do
/setblock ~ ~-1 ~ stone 0 replace
It says: "The block couldn't be placed"
But when you perform a "/clone" command, cloning stone to existing stone also with "replace"
/clone ~ ~1 ~ ~ ~1 ~ ~ ~2 ~ replace
it says the blocks were replaced
Is this still a concern in the current Minecraft version? If so, please update the affected versions in order to best aid Mojang ensuring bugs are still valid in the latest releases/pre-releases. If this has been done, we can reopen the issue.
