[MC-55704] Creeper start fusing exploding animation even there is no reason for it

When you have some creepers, and I am not sure if this only happens when they are jumping, but the sometimes get the white flashing/ fusing animation even if there is no reason.

Maybe has the same reason, but there were no slime blocks
I guess it was because of the snow layer under them

The bug shouldnt be about slime blocks because the slime blocks aren't causing it. But it's the earliest bug reported. I believe the bug is because creeper are arming them selves when they land from a jump.
