I built a large (5x5) platform out of slime blocks, built a tower (about 15 tall) next to it, spawned a creeper on top, and pushed the creeper off so he'd land on the slime block platform. While he was bouncing on the platform he randomly started flashing like he was going to explode (without hissing audio) and then stopped.

This is not a duplicate. The other bugs require a player, this one does not. It happens every time a creeper falls, including from a 2 block drop. This also doesn't happen in 1.7.x
If you read the comments of MC-7900, you'll find that the proposed explanation to instant blowing up is actually due to creepers arming and burning some of their "fuse" from the fall damage. If a player happens to be near, they'll detonate quicker than normal (seemingly instantly).
The "arming" (and burning some of the fuse) part is seen as the "flashing" of the creeper. This indeed does not require a player to be around, and is apparently intended (judging from the source code). Whether 2 blocks is long enough drop for this to happen, I do not remember.
So, without other evidence to contrary, I'd say the behavior described in this issue is intended, and indeed duplicate of MC-7900.
(Caveat, I haven't looked at the source code in a while, so things may have changed since. Though judging from the preceding few years of Mojang bug-fixing history, things are likely still the same. EDIT: and I haven't played with the slime stuff mentioned, so no idea if that makes or should make things any different.)
EDIT2: after educating myself on slime blocks; since mobs do not take fall damage on landing on slime blocks, creepers probably shouldn't arm themselves. Thus, issue is likely valid, and while the reason is duplicate of MC-7900, the resolve is different, so yeah, separate issues are needed for these cases.
please add that this happens every time a creeper lands from a fall greater than 1 block. Even if it doesn't take damage, and only fall damage burns the fuse.
