The portal cooldown timer on the minecart ruins the fun in general.
But that could be happening on some unclear purpose.
But I assume it's resetting every time the cart touches a portal.
Which sounds more like a bug.
Therefore my bruteforce attept on teleporting a cart also doesn't work

I would expect the cart to teleport as the 30s cooldown timer runs out, but it never actually teleports.

What about preventing the mob/cart from using the SAME portal during the cooldown period,
but allowing the cart/mob to use any other portal?
(rephrase: Tying cooldown to the last/particular portal the mob/cart arrived from)
That shall be both easy to implement and increase the fun.

Had an odd variation on this happen to me: A pair of sheep who had been in the nether for a while and were not touching the portal when I came through would not go back through when I tried to push them. So does the cooldown apply to all mobs regardless of whether it is a mob or player who touches the portal?

Unless there are players in the nether, it gets unloaded and thus frozen in time.

/me is sad about this cargo-railway-build-preventing code hackery being intended.
+ I still don't see a reason for resetting the timer when the entity isn't teleported.

Can't other mobs be teleported a bit further from the portal as to prevent this timer cooldown thing, or at least make the cooldown a little lower like 5-10 seconds? It frustrating like this. Please! This is what is bothering us!

It's not a new feature, it's a bug, the cooldown is to long and causes problems that where not intended to happen. Something must be changed! I and other commenters gave some suggestions about how it should actually work. Don't skew the meaning, please, it's a bug, not a feature.

Thanks for taking interest in this old Bug.
My Bug is only about minecart and about entities WITHOUT AI.
When it leaves the portal, it must be free to enter another.
There is no need for this timer.
If you implement that, then I just can put my Mobs into minecarts and problem solved.
Here, I have you another way to fix this!
