Those items are darker in nether and even black in the end:

It also seems like minecarts and item frames change their lighting in the end (if you don't know what I mean, just place a minecart in the End and watch it for a moment)

This is probably due to the fact that the end's light level is zero, but it's visually brighter (similar to how the nether always has an ambient glow). This is also the reason why endermen, upon taking damage, turn darker instead of red.
