When you apply Jump Boost I or II to a mob other than a spider, cave spider, bat, ghast, slime, magma slime using a Splash Potion of Leaping I or II, the Mob will not jump over fences etc. But if there is a "normal" way to jump up the Jump Boost will have its effect (correct).
What I expect to happen:
The Mob realizes to be able to jump higher and finds other ways to the target.
What happens:
The Mob jumps higher but uses only ways possible without jump boost.
Steps to reproduce:
Place down a 2 Blocks high wall using a solid material (e.g. Sandstone)
Spawn a Sheep
Apply Jump Boost II to the Sheep using a Splash Potion of Leaping II
Use a Leash to try to get the Sheep above the wall (should be possible)
Realize that it's impossible

Actually, the reporter is saying that the mobs do jump higher, which is not the behavior reported in MC-48923. The reporter is saying that the mob AI doesn't take advantage of that higher jumping to navigate the world.

Is this still an issue in the most recent versions (currently that is 1.10.2, or 16w42a) of Minecraft? If so, please update the affected versions and help us keeping this ticket updated from time to time. If you are the owner/reporter of this ticket, you can modify the affected version(s) yourself.
I don't get why the two bug reports about horses are marked as duplicate of this bug. As @unknown said, this report is about the mob AI not taking advantage of the jump boost. But the bug reports about horses are about the effect not getting applied to the horse.
