[MC-60717] Lava in the wrong Y-Coordinate

I was in the Nether, when I saw a pool of lava at the same Y-Coordinate as the top of a Nether Fortress. This has been in the game since the first 1.8 snapshot. Here is an image:

Why shouldn't there be small lava lakes on higher Y coordinates in the nether ?

The lava can sometimes have no wall next to it and does not flow.

I don't think this is a bug.
However, if you went to the top of the nether, went in creative, and broke through the bedrock and found a pool of lava, I would say it's a bug (no matter how cool that would be...).
And now I can't resist: Go to hell, pigmen! hehe.
