[MC-62367] Wrong word in /effect.

I was testing new changes in /effect and those commands, and, when i wrote the command with a fail in minecraft:haste it says to me in red text "minecrafthaste is not a valid number" in spanish. so "number" has to be other word in all languages.

I think that's because it still also supports numers

the names were added in the snapshots, but it still supports the numbers, of corse it works
