Blocked IP's on api.mojang.com broke single player

I have recently been playing around on my single player game, and decided to play around with player heads. After a lot of heads, every single player I tried to get a head for was just a steve skin. I did anyone from myself to friends to mojang employee names. Every single time it appeared as a steve skin. I used the command "/give hcherndon 397 1 3 {SkullOwner:"hcherndon"}" An image of what it looks like has been provided. Thanks, hcherndon

Edited with correct scenario after realizing I typed a few commands wrong.

You do not type username, you should type your MineCraft name, that is why ti is saying he user cannot be found.

Oh lol. One sec, I'll reproduce it using the correct name.

Changed to correct imaging.

There is something blocking access between your Minecraft client and Mojang's servers, probably a firewall, anti virus, parental control software or similar:

[14:14:37 INFO]: Client> [14:14:37] [Texture Downloader #48/ERROR]: Couldn't download http texture
[14:14:37 INFO]: Client> java.net.ConnectException: Connection timed out: connect

Eventually you're getting blocked for DOSing the Mojang servers:

[14:24:32 INFO]: Client> [14:24:32] [Server thread/WARN]: Couldn't look up profile properties for com.mojang.authlib.GameProfile@3978d21a[id=d883e955-7bc1-43e5-8127-5874e94f2166,name=hcherndon,properties={},legacy=false]
[14:24:32 INFO]: Client> com.mojang.authlib.exceptions.AuthenticationException: The client has sent too many requests within a certain amount of time
[14:24:32 INFO]: Client> at com.mojang.authlib.yggdrasil.YggdrasilAuthenticationService.makeRequest(YggdrasilAuthenticationService.java:65) ~[authlib-1.5.13.jar:?]

This is a technical support issue; this site is for bug reports only. For technical support please use the Mojang Support Center.

I have no firewall, anti-virus or parental control software between my computer and the outer world. I control my internet in full.

I'm getting blocked for playing the game? I feel this isn't a technical support issue.

Anyway, this is no bug.

This isn't a technical issue, this is a bug with the rate-limiting of the API by Mojang.

While it might be technically a DOS, it's a very low threshold they've set. This bug report serves to prove that they are harming vanilla gameplay with their rate-limiting.

In 1.7.9 / 1.7.10 sending two requests within a few minutes triggers the "too many requests" message, while I have not had this problem in the snapshots.
