I am playing at 8 chunk viewing distance and at max Field of View. At certain angles chunks/Blocks disappear.

How is this working as intended? is intended to let us see through the ground?

Might not be intended, but there isn't much they can do about it.

They made that to decrease lags and so increase FPS.
Let me explain : in Minecraft Pocket Edition (because a phone or a tablet hasn't same capacities as a computer) chunks are loaded only if you're looking at them. So Mojang decided to do the same thing in Minecraft (and that's also because in previous snapshots there were many lags and lag spikes).

Can easily be observed at 0, 0 even with normal FOV.
Dig a hole in the ground and teleport exactly at 0.0, 0.0 (/tp 0.0 65 0.0), you will see the chunk sections disappear on the side of the screen.
Also this is in no way intended, because that would imply that they wanted it to work this way.
At most this is a "Won't fix" if they don't want to bother, but it's not that this is impossible. The calculation of the visible chunk sections is just a bit off when standing on chunk borders and/or with a higher FOV.
