When changing textures of banners located in "assets\minecraft\textures\entity\banner" of a Resourcepack, the textures do not work if their size is not exactly the same as Vanilla ones preventing HD textures.
If changing texture for Banners to new HD textures (with correct scale), no texture at all will be displayed in game leaving the banner the default color it was made off.
If changing texture for Banners to new textures of the same size, everything works as intended.
What I expected to happen was:
custom HD textures for Banners displayed ingame
What actually happened was:
custom HD textures for Banners invisible ingame (not displayed or not used)

That works well for Mobs, Minecart, Signs, Chest, etc... And Minecraft is "intended" to support ResourcePacks in other sizes than 16x isn't it? :s
And that since months now that Minecraft officially supports ResourcePacks in SD or HD...
As Sphax says, every single entity, except banners works perfectly fine in HD.
Additionally banners almost work in HD. The only issue with my HD banner textures is that the base color of the banner gets turned to white.
The original poster's problem is probably that he forgot to change banner_base.png. If that is a different res than the patterns the patterns don't show up.

Maybe i'm missing something technical, but it looks like you have full entity HD support 99%+ complete.
Don't worry. I can't even get to the banner icon since my game will crash trying to register the texture.
It doesn't works for me at all... no matter the banner file sizes be exactly same or not. And yes, I have edited even the banner_base.png.

Whenever they are lazy to make something properly, they just use the phrase: "We do not support..."
Still the best parts is: "We do NOT support HD for entities" 😃 ORLY? 😃 Then allow us, dear GRUM to inform you about game you are developing, that it supports HD entities for already several YEARS.

Most issues with banner textures can be fixed by ensuring that your Java version and graphics driver are up to date, and that all the banner patterns & the banner base texture are the same resolution and use 32-bit color depth.

Although my bug report I posted to this site was tagged as duplicate of this one... despite that it has nearly nothing to do with this posted here, but OK... I did not awaited any other move, not yet making them the effort to read it at all, so nvm 😉
it is not about java, nor 32bit colro depth, nor resolution. but ok... mine is duplicate so issue solved 😉
oh... and minecraft has no support for HD entities anyways 😃
maybe GRUM works on some another minecraft we do not know...
the bug is still present.
I just noticed that the textures work with 128x128 px size.
they are not working with 256x256px - on that resolution the banners use the banner_base.png but ignore the colours.
I have tried this in mc v 1.11.2 @8. january 2017
I have used the * * * default MC banner_base.png * * * and resized it from default 64px to 128px... worked well in game.
When I resized it to 256px it broke like described above.
When I downsized it again to 128px it was working again pretty well.
So Techy4198 and all those that keep arguing with that bs that one need to use same size and colour depth... THAT'S NOT FIXING IT.
The information I gave about color depth, resolution, graphics driver etc. is not 'bs'. Please attach your resource pack with exactly the same resized texture file that you tried (different image editors might do it slightly differently, which could make it harder to figure out the exact issue), so that we can attempt to reproduce the issue and have a better idea of what exactly is going wrong. Just complaining that a suggested fix isn't working won't benefit this bug report or the developers' attempts at fixing it.
We do not allow 'hd' for entities.
