"/weather clear" command fast forwards snow creation during snowy weather.

I was in a snowy biome (Ice Plains), building a metropolis. It began to snow, but I didn't want snow on my buildings, so I typed: "/weather clear" to get rid of the snow.

What I expected to happen was that the snow would halt and the weather would be clear.

What actually happened was that huge amounts of snow instantly appeared as the weather changed from snowy to clear.

Steps to reproduce:
1. Open a world - find a snowy biome or choose the superflat preset "Snowy Kingdom."
2. Build a lot of opaque blocks like wooden planks.
3. Use "/weather rain."
3. Use "/weather clear."
5. Observe what happens to your blocks
