I have several scripts to automatically restart and save the server. If a server save is initiated via save-all, and the server is shutdown quickly after, the server stalls at:
[01:12:13] [Server Shutdown Thread/INFO]: Saving players
The issue does not occur if the level was not saved within ~5 minutes before hand.
Only way to shutdown the server is to forcibly terminate the process. CTRL + C does nothing to shut it down.

I can confirm that that would be the cause. Unfortunately there is no way to kick all the players using a script or anything. /kick @a does not work. Ideas?
Is this still a concern in the current Minecraft version? If so, please update the affected versions in order to best aid Mojang ensuring bugs are still valid in the latest releases/pre-releases. If this has been done, we can reopen the issue.

I experienced that this happens when there are still player online on the server while using the "stop" command.
