[MC-65802] Efficiency 4 not working!

When using an Efficiency 4 Diamond Spade on grass it doesn't affect the speed. The enchantment doesn't affect the speed on the shovel.

Yes I searched for the bug but could not find it. I need help on how to search things easier. Also I noticed it after I posted this and couldn't find a button to delete this to save you guys time.
