[MC-66804] upside down stairs not placing correctly

Upside down stairs will not place properly when trying to attach them to normal stairs. This seems to happen randomly, to any kind of stairs except the oak ones.

As I read other stair-related bug reports, I guess this behavior might be a result of the hitbox problem with stairs so the stair can't be attached to each other because it might think the stair faces the wrong direction for that or it is not a stair at all, not sure about that though.

I believe this issue is actually a new bug affecting an old bug.
I think the real bug is MC-1307 but because of MC-61245, blocks are getting placed oddly on single stairs.
