I've seen that if you give an animal, for example a cow, with the command
/effect @e minecraft:slowness 60 255
and you do a relog, they have no effect particles/bubbles.
The crucial thing is the slowness - 255, means stunning.

Is this still a concern in the current Minecraft version? If so, please update the affected versions in order to best aid Mojang ensuring bugs are still valid in the latest releases/pre-releases. If this has been done, we can reopen the issue.
