[MC-67485] Unbreaking not working on Diamond tools

So, I was playing minecraft today, and I my diamond pick with unbreaking III was going down as normal, taking a damage every 2 blocks. I think this is a bug but not sure. So I reported it

According to the Minecraft wiki, the formula is (100 / (Level + 1) % chance of damage. In this case, your pick will have a 25% chance of losing durability with Unbreaking III.

Wow, I still think this might be a bug, because I mined about 500 blocks and it was still taken normal hit points. Last snapshot/1.7 seems like it works like it should?

Can't confirm, mined 64 blocks with an unbreaking III diamond shovel, only lost 10 durability.
