Issue with 32 chunk render distance

When I set the render distance to 32 chunks, some chunks seemed to be rotating through a bunch of different environments as I moved or looked around. trying to land on it and get it to load didn't help, nor did updating blocks in the affected area. I've included a video (I don't have a way to record the screen other than with my cell phone, sorry for the quality) of what is happening, since it's not easy to describe. I'll also include a screenshot with the debugging screen.

Sorry if this isn't done correctly, it's my first time playing anything other than current, live content and so it's my first bug report.

And why do you think your graphics card can handle 32 chunks render distance?

I am having the exact same issue. I have pinpointed mine down to it happening over and including a Render Distance of 13 Chunks. My system is more than capable of running Minecraft at this. The higher the Render Distance, the worse it is. At 13 is happens in the distance, with the chunks that are now being loaded. But when I set it considerably higher, it happens all over the screen, on every single chunk.
