Though the experience was set using a Bukkit Plugin and not from natural causes, this is obviously a graphical glitch, and therefore client-side, but please correct me if I am wrong for saying this. (See Attached Picture)

Give us steps to reproduce in Vanilla, and we can properly review it.
server sends rendering data to the client, the client just does what the server says
like the hives hide and seek shows a block instead of a player
Sorry, FVbico seems to be spouting nonsense again. The server sends no actual rendering data to the client whatsoever, or we would all see Bukkit servers creating completely custom looks on servers and client-side resourcepacks wouldn't work on multiplayer.

FVbico, correct me if I'm wrong, but the server sending packets for rendering entities is completely different from the client displaying the exp bar. The server can't tell the client, "add another experience bar off-centered", this is a graphical bug client-side, the experiencing is displayed properly until level 101 is reached. Then the 101->102 bar is displayed off centered, and upon reaching 102, the bar is correct again.
Invalid unless reproducable in vanilla.
