Mob suffocation in 2 high space while floating in water

When mobs are moving in flowing water in a 1 wide by 2 high tunnel with a solid block above and jump/bob as they move along the water stream, some mob's heads will go into the solid block above them causing suffocation damage. The issue is worsened when there are many mobs in the same area pushing each other.

Mobs that get damaged:

Mooshrooms
Baby Mooshrooms
Chickens
Baby Chickens

Mobs that do not get damaged:
Sheep
Pigs
Baby Pigs
Wolves
Baby Wolves
Ocelots
Baby Ocelots
Rabbits
Baby Rabbits
Horses (baby horses don't work right now to test)

Possibly related to MC-48544 but created new issue as this also affects baby sheep, chickens, and baby chickens. I doubt this "works as intended" when the issue is inconsistent with other mobs.
