Tried in both Hardcore mode & in Single Player Game - Creative Mode:
Cannot jump and place blocks underneath me. Tried with multiple materials, it doesn't seem like I can jump high enough to make room for the block I am trying to place. Issue only occurred after my computer updated to Windows 8.1 earlier this evening. Blocks will place if I am in creative mode and fly a few blocks higher to place some below me.

Cannot see anything strange in your crash report, except that your graphics drivers are outdated. Install AMD Catalyst 14.9: http://support.amd.com/en-us/download/desktop?os=Windows+7+-+32
But that is most probably unrelated to the jump issue.
Please create a new world and check if the jump issue happens there too.
Okay so I updated my graphics drivers as well as anything else on my laptop that needed to be updated and then it started working somewhat. I have place block as button 1, so I changed that to see if that was it and when I switched it to another key it started working more.
Ticket resolved as incomplete, because no answer in a reasonable amount of time (1+ year), if it still happens, please update the ticket.
