[MC-73216] trees that generate at the edge of a chunk have their leaves cut off

I generated a new world and noticed that every tree that spawned near the southern or eastern edge of a chunk only had leaves in the chunk that the trunk spawned in, thus cutting the rest off the seed is 557195520

Unable to reproduce with said seed and coordinates. However, a possible cause is MC-2548.

Possibly a rare issue with the 'half-chunk generation border' not always working correctly.
