Reloading a world during terrain generation causes some parts of the world to be generated in stripped parts (snow, trees, etc.)

Sometimes sections of a snow biome (yes it's still a snow biome) is missing the snow

As you can see this is definatley a snow biome, and when the weather is set to rainy, snow comes down, but when first loading these chunks they have none.

Can confirm it happens in 15w43a, fresh randomly generated world.

Steps to reproduce: load a custom world (don't change anything else) and set the biome to "Ice Plains", then use the command tp 86 73 6 ,then you will spawn right on top of a tree with some snow under it.
