I made an old TNT using /setblock ~ ~ ~ tnt 1, a tnt that will explode when breaking. But when I breaked it in survival mode, it dropped a tnt and exploded. So I got two tnt: one that exploded and one dropped.

It's normally. Try /setblock ~ ~ ~ tnt.

Yea, but making it with a damage value of 1 makes a TNT drop AND an explosion.
