So,I cant breed cats OR dogs.
I try everything I can,And they just take the meat/fish and wont breed. They have the hearts and everything.
It also doesnt help that I cant make them sit,or make them UNsit without hiting them

were they owned by you or someone else?
If they won't listen to your commands, then they probably don't belong to you.
Do you have access to commands?
I experienced the same issue.
Server 1.8, I used two eggs to spawn two ocelots, I tamed them, then I breeded them, they sit when I right-click on them.
After a while, I tried to breed them again, but they do nothing, there are only the hearts flying. Moreover they don't sit anymore if I right-click on them.
I stopped and started again the server, then I managed to breed the cats and one of them sat when I right-clicked on him. Anyway the other cat still does not sit, neither the baby cat, when I right click on them.
Did the pets come from before 1.8? If so, there is an issue with some internal stuff in the game and how players are identified now, that means old pets don't update to the new format automatically, although it should have been really easy for Mojang to fix. The only way I can think of right now to fix them, unless you have cheats enabled and can figure out your UUID and where to put it, is, sadly, to kill them and go tame some new ones if possible. If you're really far from a jungle or any of the places where wolves spawn, just cheat yourself into creative mode and grab a few spawn eggs.
