[MC-73819] Hostile Mobs despawn when close to a player

Ghasts and Wither Skeletons seem to despawn in the nether even when they're only 20 blocks away from me. dunno if this applies to other mobs, but I think It does.

Seems to be a different issue, since that one is about mob spawning, while this is about despawning.

Please force a crash by holding F3+C for 10 or more seconds and attach it here.

Is this still an issue in the current Minecraft Snapshot 15w46a or later? If so, please update the affected versions in order to best aid Mojang ensuring bugs are still valid in the latest releases/pre-releases.
