Dropping diamond shovel while riding a horse will make 0 tag in hot bar.

I thought the diamond shovel would be dropped out from my hot bar

A copy of the diamond shovel gets dropped out and the real one gets a "0" tag

1. start riding a horse IN SUPER FLAT WORLD
2. drop a diamond shovel from hot bar
3. you should get the "0" tag on diamond shovel

Do you have windows 8.1?

What is your Java version? Since Minecraft runs on Java and makes minimal direct interaction with the operating system.
EDIT: Also, fix the title of this issue because it currently makes no sense.

Cannot reproduce in 1.8.4. The other place where I have seen the game leave you with a stack of zero is MC-75290.
