The maximum value for local difficulty in Easy is 1.5, while everything that uses it doesn't have any effect until local difficulty passes 2.0. Thus, in Easy, zombies and skeletons don't get armor, don't get enchanted weapons, can never pick up dropped equipment, and so on.

If it were intended then why not skip the calculation of local difficulty entirely for Easy? Why pretend the local difficulty rises from 0.75 to 1.5 when it has no effect?
I note mobs would spawn with armor and so on in 1.7 on Easy.
That's sounding pretty intended.
Easy = No armor, no enchanted weapons.
