This seems to be a problem only on the multiplayer server. I tested spawning above the nether in a creative single player world and they spawned without a problem. On our multiplayer server, though, we built the Gold Pan 3 in 1 farm (https://www.youtube.com/watch?v=z-h0goQZvso) noticed that we aren't getting a single mob to spawn at all. There were only two of us on at the time of testing, both of us on the wait pad over 25 blocks away from the farm. Being as how it worked on my single player map, it seems to only be affecting either multiplayer servers in general, or perhaps it's just our server?

Ok, I see what happened now. The server admin has a modded client. The server itself is not modded. When he triggered the debug crash, it registered what he was running from his client, ie: he's using 1.8 and has a modded client. The server itself, however, is absolutely not modded. This is a crash report from a few days earlier caused by I'm not sure what exactly, but our server was down for 24 hours until our admin could restart it. Being as how this crash was caused by the server itself, you can clearly see that it is not modded. Now perhaps we can get back to the real issue at hand. Mob spawn rates above the nether?

There is no contradiction if you read the content ! Both tickets state about the same problem : mobs do not spawn anymore above y=128.
I understand the title of MC-82291 may be confusing, or even mistaken (although spawn is not only a verb but also a noun, so the title can be understood as "the act of spawning above nether", with an ellipsis suggesting it is not the description of what is going wrong, rather a discussion about something going wrong with that concept), however if you read the tickets it is crystal clear.
I precise too for the sake of accuracy, that I noticed this issue on a vanilla 1.9.2 server, with server render distance set to 10, in survival mode and normal difficulty.
I also read that you closed another similar ticket for not being able to reproduce, so I ask : what did you do ?
I could suggest the following :
Get above nether bedrock, on a survival normal 1.9.2 server with render distance set to 10;
Build a column of whatever material you wish to climb up to y=254;
Build an horizontal walkway of 24 blocks of a "spawnable" material, e.g. netherrack;
In the same direction, build after the walkway a 9x9 platform of the same material;
Come back to stand on top of the column, which should be at y=254, and separated by 24 to 33 blocks from the platform blocks, themselves standing at y=254;
Wait 10 minutes or until a mob spawns (as a verb) on the platform. If any one does, ok, it's not reproducible (and if wish to know you configuration to do the same on my server). If on the contrary no mob spawn at all, well, that's the point of this ticket, so either it's a bug and let's treat it as one, either it's a feature, so thanks to be clear about it !

Hi,
After performing some more tests (to gather data and pictures for the description), and obtaining zombie pigmen in SSP but not in SMP with the test described hereinbefore, I have a doubt and completely reinstalled the server (just keep the good old mca files, the aim was not to reset the world), and ... I finally got mobs spawning above the nether.
I don't know where it came from, (configuration, version mix or just if a good reset did the work) but zombie pigmen spawning at y=254 clearly show that the bug is no more relevant !
Therefore there is no more time to spend on it, and this issue and its duplicate may indeed be set as resolved.
