Unfixable. MC-1591

This isn't a dupe of MC-1591. That one is talking about blocks, this is about entities. This behavior very well might be intended, but it's a different issue.

Item frames are entities, not blocks.
Only some blocks break with water.

@Kumasasa: maybe not, but item frames break when hit with an arrow.
