This is a, though related, separate bug from "Beetroot farming non-sustainable", as this is talking about the how many beetroots THEMSELVES are being dropped from farming, rather than their seeds. From what I've seen, the drop rate of beetroot per crop is 1-3 in Minecraft: Pocket Edition, whereas in Minecraft PC it's only 1.
Also, confirmed for 15w32c.
@Kumasasa: Yes, this is a non-issue. It works, while in an inconvenient way for builders, as intended.
@Roachy: It explains EVERYTHING. It's the orientation of the CORNER blocks that's causing this behavior. Let's take "stair_behavior.png": you see two "circle"s of stairs. The difference being that one has a three-block long line of stairs with no corner stairs, while the other one has corners. Now, as I said, the ORIENTATION of the stair block (FYI if it is facing North, South, East or West) must be PERPENDICULAR to an adjacent stair to turn it into a corner block. THIS INCLUDES INNER AND OUTER CORNER STAIR BLOCKS. So, a corner stair, if its orientation is PERPENDICULAR to another stair, the non-corner stair will become a corner stair. Now, if you STILL don't follow me, look at these:

Without this alleged "glitch" in the works, they look EXACTLY the same. Don't believe me? Try building these in creative, MAKING SURE that you do the N and S blocks FIRST, then E and W blocks.
Now, try placing stairs in front of both, along the edge with the N in the middle.

Observe, the left design with have corner blocks on the edges of the "N" lines, while the right will not.
Not a bug. Just a little misunderstanding. It is actually dependent on the orientation of the corner stair blocks. I can show you why just on paper.
Let's say that an "N" stands for "North" orientation, "S" for "South", "E" for "East", and "W" for "West".
Stairs MUST have an orientation that is perpendicular to an adjacent stair, like so:

Turning the "E" into an inner-corner block.
What is happening is that you are creating TWO different patterns, the first being this:
NNN,
NNN;
And the second is this:
ENW,
NNN.
Confirmed for 15w39c. It seems to only happen when a Redstone contraption is running.
