What I expected to happen was...:
I expected that renaming an item (like a sword) doesn't cost much, because you don't have any advantage of it.
What actually happened was...:
Instead, it costs 39 levels. (Too much for renaming an item.. what if I rename the item first and then enchant it? I think renaming items should always cost about the same.)
So I assume that this is not intended (otherwise would be pretty disappointing and makes the anvil pretty much useless if can't use it with the very good items) and may be some side-effect of the current implementation.
Steps to Reproduce:
Make an awesome enchanted sword and try to rename it with the anvil.

I agree with selbram. Also, it's not a renaming that costs 39 levels. About 34 levels are just fee for using anvil with that tool. Renaming is the remaining 5 or so levels.
I find anvils to be pointless because of this system. I find it to be vastly cheaper to just make and enchant another one than just use anvil to repair one.
There is only three reasons I would use em... Decoration, mob killing and preserving Silk touch on tool.

This isn't a feature request — am I requesting any feature? I think it's a bug, because it seems that the algorithm that calculates the cost for using the anvil doesn't differentiate repairing and (re)naming items. (added this to the bug-report)
Please reopen this bug-report so Mojang can at least comment on this topic.
1. Yes, this is not a feature request. But it's not a bug report either. I don't know what this is.
2. It does differentiate, repairing it would be even more expensive.

1. It's at least a request for clarification and a (customer) complaint (which I'd count as a bug-report if it specifies a problem).
2. I just checked that I can't repair my super-sword (Sharpness IV, Knockback II, Fire Aspect II, Looting III) at all - It's to expensive. What do I need the anvil for if I can't use it with the really good stuff? Disappointing.
3. But they will most likely not, because their mods closed it for a reason and I don't think that they have time to check every invalid bug, right?
@Grum: If you can't use the anvil to repair really good items I wonder why it exists at all. I don't need to repair my Stone Sword with Sharpness I.
Also this bug-report isn't even about that problem, it's about the costs of renaming items.
See <a href="https://mojang.atlassian.net/browse/MC-2773#comment-22899">my comment on MC-2773, but yeah, you start by paying a base cost from the item's enchantments, and then various penalties as well as the actual rename cost.
I've found my anvils quite useful to maintain my iron armor and repair a particularly powerful bow. Especially handy is that you can put them in the field – you don't need to sink diamonds into an E-table, nor clear out a 5×5 room for bookshelves.
This really sounds like a feature request or a request for clarification.
