[MC-78026] Endermen getting hostile when looked at waist, but not when looked at head

When I'm looking at Enderman's head nothing happens, but when I looking at his stomach he's starting to be agressive 😞 It must be head, not a stomach)

Something like this was already described in MC-13538, but that ticket was contradicting itself.

Is this still an issue in the current Minecraft Snapshot 15w49b or later? If so, please update the affected versions in order to best aid Mojang ensuring bugs are still valid in the latest releases/pre-releases.
