I'm pretty sure that there shouldn't be breaking particles when extinguishing fire.
How to trigger:
Step 1: Light a block on fire (make sure /gamerule doFireTick is set to false)
Step 2: Grab a water bucket
Step 3: Extinguish the fire
Step 4: Notice the breaking particles for fire
Go ahead and close this issue if that is actually intended, but I highly doubt it.
