Please reopen this is definitely not intended!
Floating water also doesn't cause the fire to create the break particles!

If you'll look in the ticket history, you can see that @unknown himself marked this as Working As Intended on January 21, 2014. So no, we're not going to contradict him and reopen this.

This make definitely no sense because floating water isn't acting like this but nevermind...

It's simply how @unknown decided to fix MC-8220, MC-3737, and many others. Placing water "breaks" the block it replaces, so that it drops them as items if appropriate. This happened with water and lava for a while (See MC-18365), but Grum was able to fix that, so I'll bring this ticket to his attention and see if he wants to revisit this.
