I wouldn't call this intended Kumasasa.
This looks like a minor mistake on mojang's part. It seems like common sense to add a special tool to the buttons due to their material... Every other wooden item mines faster with a axe, same with stone and a pickaxe... what makes buttons different. This isn't a bug, a bug is an issue... but this is a "missed feature" if you ask me. Please reconsider this report Kumasasa.
The actual bug has nothing to do with enchantments. Buttons (wood and stone) just don't have a tool assigned to break them. Tools do work on pressure plates, so I wouldn't consider this behavior to be intended.
Well, on the thin line between feature request and a bug, this may be considered as an omission in the code - compared to pressure plates.
The point is that Wooden Buttons SHOULD have a tool, like pressure plates. I understand why levers and pistons don't, because they are made from both wood and stone, but since Wooden Buttons are (obviously) made completely out of wood, they should have a dedicated tool. I consider this bug to be similar to MC-51655: "Ladders don't break faster with an axe".
Intended.
Blocks which don't have a special tool won't break faster by enchanted tools, see http://minecraft.gamepedia.com/Breaking
