Noteblock don't remember that it is powered on unloaded chunk

Steps to reproduce:
1. Place noteblock
2. Place redstone toch next to noteblock. Noteblock plays. Work as intended.
3. Place stone next to noteblock causing noteblock to update. Nothing plays, work as intended.
4. Close world. Open World.
5. Place stone next to noteblock causing noteblock to update. Noteblock plays. Bug!!!
(Remember that over noteblock must be air always, so don't place on noteblock anything.)

Bug causes some mechanics to doesn't work as intended. Example in attachment. Normally rotating arrow in frame should play gama. After reloading world, multiple noteblock plays on one rightclick of item in frame.

This is a general problem and happens with all blocks which were powered before you closed the world.

This might be reported already, else change the title please.

No it's not. It doesn't affect most redstone components like droppers or command blocks. Also, MC-50612 is a duplicate of MC-31100. No need to list all the different reports.

Well I can confirm this for dropper

Are you sure? I have tested this, and it only happens with note blocks for me, nothing else.

I can still reproduce this bug. Placed noteblock and redstone block next to it. Reloaded world, placed another redstone block next to noteblock and it's played, when it shouldn't, cause it was powered before..
