Items thrown out of a players inventory start at Age 4800 instead of Age 0

When an item is dropped with the inventory closed, its age NBT tag starts at 0, and the item decays after 5 minutes when its age reaches 6000.
When an item is dropped while the inventory is open, its age NBT tag starts at 4800, and the item decays after 1 minute when its age reaches 6000.

This is intended, because it only works in creative mode.

Intended, age is set to 4800 when dropped in creative mode only.

Well if it is intended shouldn't we expect similar behavior when the item is dropped by a creative player when their inventory is closed?

But what use has this?
