The bug
For some seeds the end generates without or too less end stone beneath some obsidian pillars. This would prevent a fix for MC-86654 from working for these cases.

Suggested solution
Place some end stone around y=62 when generating obsidian pillars.

This used to be true, but it seems this is no longer the case. I created a world with the same seed 3 times because I thought the same thing, but each time I got the same main island with the glitched pillar. Just try it.
Of course, if the End wasn't affected by the seed, then you wouldn't have consistent locations of End Cities between worlds with the same seed. Would kinda defeat the purpose since the seed is supposed to generate the same dungeons in the same places.
I got an end pillar that spawned on top of another end pillar!
The top pillar encased the lower pillar's crystal with obsidian!
last time i checked the seed you put in the world gen. does not effect the formation of the end, sorry.
