[MC-83271] Bosses are unaffected by the potions / "new arrows"

If you shoot a spectral arrow and hit the ender dragon, you don't get the spectral effect that you normally get when you hit any other mob.

I uploaded a couple screenshots. The effect command does work on the Ender Dragon. Not the Wither. Spectral Arrows do not affect either.

Why ?...
It's not cool for map makers ...
It will be nice to be able to give them all the effects using commands.
And how to explain that the wither takes damage due to splash potions but not from commands...
