When I shoot a mob with the Spectral Arrow in a default Flatworld the mob will not be outlined behind blocks or when I'm looking at him. I tried putting the Spectral Arrow in my inventory, hotbar, and off-hand.

Unable to reproduce, shot every mob currently in the game with a spectral arrow in a superflat.
Please try clearing your inventory completely, then taking JUST a bow and a spectral arrow, and then try shooting.
If problem persists, then try updating your graphics drivers.
