[MC-84231] Spectral Arrow isn't glowing when shot

On the Texture of the spectral arrow you can see that it's surrounded by a black line (indicating that it glows), but when shot it's not effected glowing.

you can say the same thing about all other arrows, why no colored tip? because mojang decided not to.

If it's a feature request..
I can't suggest it on reddit, because I don't understand how reddit works, so this is the only method of mentioning it for me.
I wasn't sure whether it is a bug or a feature request.
