[MC-84464] Mob spawning on End rods in nether dungeon

i made my base in a nether fortress. in a copy of my world using the new blocks i noticed mobs started spawning even though i have all floors half slabbed. the mobs that have been spawning are blaze and pigmen; they spawn in the area that that end rods are placed when vertical. i added a screen shot of this happening.

My best guess is that they spawn on the End Rod

im not sure how they could spawn on it because above the pair is a block. they also have a light 14 so nothing should spawn next to it ether

I looked it up, and Pick an can spawn in any light level. Not sure how the Blaze spawned.
