The bug
When I right click and press Q at the same time when holding armor it puts it on and puts a duplicate on the ground.

Only creative (MC-86480)
Is this still an issue in the most recent versions (currently that is 1.10.2, or 16w42a) of Minecraft? If so, please update the affected versions and help us keeping this ticket updated from time to time.
No longer sure this affects 1.13.1-pre1, as right clicking duplicates armor anyway in creative mode and I'm not able to reproduce this in survival.
Please do not mark unreleased versions as affected.
