In previous versions of the game, splash potions would have 3/4 of the duration of regular potions. It seems like this is no longer the case, and I don't believe it was intended to be.

Did some testing and I believe you are misunderstood. This is about regular splash potions. Lingering potions are the ones brewed with Dragons's breath and they are currently 1/4 the time of regular potions. Splash potions are supposed to be 3/4 but may have been changed to full, and I don't think intentionally.
I do not believe that splash potions had reduced duration. They give you either 0% or 100% of the duration depending on how close you are to the center of the splash. Could you perhaps have mistaken that for the reduction?
I'm guessing someone read it on the wiki (http://minecraft.gamepedia.com/index.php?title=Splash_Potion&oldid=875610 or earlier) and assumed it was true.
