[MC-86622] Tools (except hoe) going up very slow in main hand

When switching from item (only pickaxes, shovels, axes and swords) in any kind of condition the speed of your main hand going up is too slow. And it doesn't look like if it's supposed to be.

Confirmed, though I think that this is caused by the new attack strength mechanic.

Confirmed for Windows Vista as well. I have video footage (although my voice was quiet and there is a TV in the background, I feel as though there is enough shown). I do not know how to upload a file though.
